I'm not aware of the French signals, but also the Austrian ones show some diferences to the German signals. the Austrian system is called "enhanced velocity signalisation" and uses an additional term compared to the German ones.
Thus, the Austrian signals are able to show up to following terms
- Stop
- Clear (with maximum local speed)
- Clear with speed restriction to 60 km/h
- Clear with speed restriction to 40 km/h
- to make things more complicated, those speed restrictions may be changed by additional "speed indicators".

Hp0 - stop
Hp1 - clear at local speed
Hp2 - clear with speed restriction 40 km/h (with possible upgrade by speed indicators)
Hp3 - clear with speed restriction 60 km/h (with possible upgrade by speed indicators)
